William Douglas 1c2ab3e771 workflow: Add vendored source release content ... Create a source archive with vendored sources as part of the release workflow. This is to enable building the release offline for distros. Note: The use of realpath and CARGO_HOME are to work around a cargo vendor bug: https://github.com/rust-lang/cargo/issues/8443.
