Davíð Steinn Geirsson acaa473fcf Add vsock-proxy tool to vmsilo-tools workspace 
Synchronous vsock CONNECT handshake + stdin/stdout bidirectional proxy
for cloud-hypervisor hybrid vsock. Replaces the Python vsock-proxy.py
script with a Rust implementation that supports half-close via
shutdown(Write).
